The UMCA has two organizational levels:
- The Board of Directors and Officers determine the strategic direction of the UMCA and the overall policies governing the officers and membership. For example, should the UMCA have an international program to sanction record attempts?
- Within these policies the Administration and Chairs carries out the programs and services for the membership. For example, developing liaison with cycling organizations in other countries and developing internationally applicable rules.
